Various personnel enclosures (specifically, and especially, boat interior quarters) have a need for ventilation.
In any case, and especially in the the case of a watercraft, it is convenient that the vent is not susceptible to ingress of water from outside. There are times and occasions, however, that water ingress cannot be avoided apart from the action of closing and sealing the vent, such as heavy seas in weather, or simply during routine washing the upper deck or whatever exterior structure in which the vent is installed. In the latter case ("hosing off the deck"), it is furthermore convenient to be able to close and seal the vent from the outside, without the requirement to go into the lower hold and close the vent from there, only to have to once again go below decks to reopen the vent after the washing process has been accomplished.
Most deck vents may only be opened or closed from below decks.
